The first textile mill in Dover, N.H., the Dover Cotton Factory was chartered in 1812 at a site on the Cocheco River and was known as the "upper factory" [Mill No. 1]. Further expansion occurred at the lower falls in the early 1820's and again in 1825 when a calico printing works was included. In 1823-1824 the mills were renamed the Dover Manufacturing Co.
